Strengthening education capacity in the era of artificial intelligence in Latin America and the Caribbean

GENIAL's overall objective is to support the development of units specialising in artificial intelligence in higher education institutions in order to promote the integration and ethical use of AI-based technologies to contribute to their modernisation, sustainability and improvement in the quality of teaching.
The GENIAL project (Generating capacities for education in the era of Artificial Intelligence in Latin America and the Caribbean) supports the creation of AI units within higher education institutions (HEIs) in Guatemala, Ecuador, Colombia and the Dominican Republic.
These units aim to integrate AI in an ethical manner, modernise HEIs, ensure sustainability and improve the quality of education.
GENIAL is based on three pillars:
institutional modernisation for AI and digitisation
the development of AI skills for staff, teachers and students
ethical pedagogical innovation integrating AI into curricula

The project envisages universities as agile entities promoting AI literacy and preparing professionals for an AI-driven society.
Recognising regional challenges, GENIAL emphasises the emerging vision of AI regulation and integration in Latin America.
Collaboration between the EU and Latin America and the Caribbean (LAC) is essential to advance AI governance, digital transformation and culturally enriched AI education.
In line with the Sustainable Development Goals (SDGs), GENIAL addresses skills gaps, promotes digital transformation and strengthens interregional partnerships in the field of AI and regulation.
The specific objectives are as follows:
Create a common framework to guide the educational and ethical use of AI in higher education in Latin America and the Caribbean
Develop a replicable model of a specialised AI unit in higher education institutions in the LAC region, which can be adapted and adopted by other institutions, as well as pedagogical, didactic and curricular strategies for positioning the institution in terms of AI use and improving the quality of teaching.
Strengthen the infrastructure and equipment of higher education institutions to integrate AI.
Develop an AI skills framework for administrative staff, teachers and students through training modules and accreditations tailored to the needs of institutions.
Create the LAC region's interregional observatory and a collaborative network on the use of AI in education.
Project funded by the European Union to the tune of €798,029. The University of Toulouse will have a budget of €102,655 between January 2026 and December 2029.
