The DUAL Transversalis project builds on the Life Long Learning - Transversalis project, a cross-border initiative carried out over three years between 2018 and 2021. Life Long Learning - Transversalis aimed to harmonise and strengthen lifelong learning practices to address the challenges of the Pyrenean cross-border area, namely: the attractiveness and competitiveness of the territory, the development of exchanges, and social inclusion and cohesion.

The new project, named DUAL Transversalis, aims to develop cross-border mobility (between Spain, France, and Andorra) for higher education students on work-study contracts. Due to numerous obstacles—such as non-recognition of certifications/skills, lack of coordination between stakeholders, and barriers caused by different regulations—work-study student mobility is very limited (2% of students).

The project will therefore enable:

1. the joint recognition of qualifications/certifications ;
2. the signing of agreements between partnership stakeholders to promote cross-border mobility for work-study students, and the creation of a cross-border training/cooperation platform for companies and work-study students ;
3. the creation of a single point of contact in each institution, meaning the identification of a dedicated contact person for both the student and the company

The benefits of this project can be leveraged at all levels:
  • Nationally, by strengthening work-study programmes as a tool that makes regions attractive and supports the goal of inclusion;
  • Regionally, through the establishment of cross-border apprenticeships to build cohesion across borders;
  • At the European level, as a model for the development of this still underdeveloped scheme.
The partnership consists of eight partners, ensuring that all regions of the Pyrenees are represented. The project began on 9 November 2023 and is scheduled to end on 9 November 2026. For its implementation, it will receive funding amounting to €1,253,788.50 for the entire project.

This project is co-financed to the extent of 65% by the European Regional Development Fund (ERDF) under the Interreg V-A Spain-France-Andorra POCTEFA 2021-2027 programme. The programme aims to strengthen the economic and social integration of the Spain-France-Andorra border area. Its support focuses on developing cross-border economic, social, and environmental activities through joint strategies promoting sustainable territorial development.
